This paper proposes an analysis of the principles of freedom of religion and laicity. It attempts a comparative study between France’s and Quebec’s practices and legal standards, with particular focus on public schools. French laicity and the one developed in Quebec evolve in two distinct contexts. The historical development of laicity in each State, the relationship between the State and religions, the social context as well as the policies on freedom of religion determined the model of laicity chosen by those States. Public schools illustrate the differences in policy through which freedom of religion is guaranteed to individuals by a neutral State.
