La disponibilidad de suelo en el Área Funcional de Donostialdea-Bajo Bidasoa (Gipuzkoa). Repercusiones dentro de la Ordenación Territorial.

The Functional Area of Donostialdea-Bajo Bidasoa takes shape as one of the regions suffering a higher urban development pressure during the last years in the Basque Country. The growth of the artificialized area exceeds a 12% fron 2004 to 2008. Facing this high rate of artificialization, it is becoming obvious the shortage of this resource and the need to sort it out and arrange it properly so that other uses (agricultural, natural)... may coexist with those merely of the urban development or related to the industrial area or to the service sector. Up to now, the orographic factor has been the main determining factor when placing the urban-industrial settlements in the area, which have occuppied mainly the coastal corridor and the bottom of the valley. This analysis means to contribute a sound diagnosis now that the PTP that arranges the area is in a process of revision and consolidation.El Área Funcional de Donostialdea-Bajo Bidasoa se configura como una de las comarcas que mayor presión urbanística ha recibido en los últimos años en el País Vasco. El crecimiento de superficie artificializada supera el 12 por ciento de 2004 a 2008. Frente a este alto ritmo de artificialización, comienza a ser patente una escasez de este recurso y la necesidad de ordenarlo y gestionarlo adecuadamente para que otros usos; agrario, natural… puedan coexistir con aquellos meramente urbanísticos o relacionados con el sector industrial o de servicios. Hasta la fecha, el factor orográfico ha sido el principal condicionante en la localización de los asentamientos urbano-industriales del área, los cuales han ido ocupando principalmente el corredor costero y los fondos de valle. El presente análisis pretende aportar un diagnóstico certero en un momento en que el Plan Territorial Parcial que ordena el área se encuentra en proceso de revisión y consolidación
