This policy brief focuses on the issue of inadequate human resources that can support growth in the pharmaceutical sector. Recommendations include: creation of centres of excellence for training manufacturers for the region; establishing regional facilities for drug analysis and laboratory services; and creation of a specific pharmaceutical programme of long-term courses for regulators and industries. Development of a diaspora policy could articulate how the Economic Community of West African States (ECOWAS) diaspora can be integrated in national development plans for the pharmaceutical sector
