In Mexico, agrarian reform altered agreements for the distribution and allocation of water of rivers, streams and/or springs, a process of change that lasted until 1980. However, pre-existing organizations have not been explored and analyzed in the form of new ways of regulating collective water uses. The question is: what was the relationship between formal regulations and the emergence of Water`s Council in the State of Mexico? The objective is to identify the territorial spaces of Water`s Council and examine social responses to official regulations.
