El impacto hídrico de la metropolización de la Ciudad de México: el caso de Naucalpan de Juárez, México, 1890-1990

This paper presents the case of the municipality of Naucalpan de Juárez, State of Mexico, which was incorporated into the metropolitan area of the city of Mexico in the mid-20th century. This process --known as metropolization or urbanization and that arose during the so-called era of stabilizing development-- is examined with the methodology of social metabolism in order to highlight what is viewed as the municipality’s transition from an agro-ecological system to one characterized by an industrial metabolism. The metabolic changes caused a transformation in traditional sources of water sustenance (water from the Rio Hondo), which proved insufficient to meet the urban-industrial demand. Urban growth brought an unusual population increase, and hence the demand for water could not be met in an egalitarian way. The extraction of groundwater and the importation of water resources through the Cutzamala and Lerma systems expanded the volume that came to the municipality, but policy measures did not avert the illegal occupation of land, which prevented the laying of networks and the efficient collection of utility service fees. This is another case in which unbridled, unplanned urbanization caused serious social shortcomings with respect to the supply and distribution of water.En este trabajo se presenta el caso del municipio de Naucalpan de Juárez, Estado de México, que fue incorporado a la zona metropolitana de la ciudad de México a mediados del siglo XX. Este proceso --conocido como metropolización-- y que se presentó durante el denominado “Desarrollo Estabilizador”, se analiza bajo la metodología del metabolismo social, como una transición que va del sistema agroecológico hacia un metabolismo industrial. Los cambios metabólicos provocaron una transformación en las fuentes tradicionales de sustento hídrico (agua del Río Hondo), las cuales resultaron insuficientes para cubrir la demanda urbano industrial. El crecimiento urbano trajo un aumento poblacional inusitado, por lo que la demanda de agua no pudo ser cubierta de forma igualitaria. La extracción de agua subterránea y la importación del recurso hídrico por medio de los sistemas Lerma y Cutzamala ampliaron el caudal que llegó al municipio, pero las medidas políticas no evitaron la ocupación ilegal de la tierra, lo cual impidió el tendido de redes y un cobro adecuado del servicio. Este es un caso más en que la urbanización desmedida y sin planeación provoca graves rezagos sociales respecto al abasto y la distribución del agua
