Abstract UUD NRI 1945 mandates the government to protect the rights of every citizen, one of which is the protection of the rights of indigenous people (adat) to inhabit the indigenous forests. The legal issues in this research is how the position of indigenous and tribal peoples in the indigenous forest inhabit and how the protection of the constitutional rights of indigenous forest communities by the government. This study uses normative juridical approach made to the things that are theoretical principles of law.
