THE ROLE OF THE LEGISLATIVE WORKING BODIES OF SLOVENIA, CROATIA, SERBIA AND MONTENEGRO IN THE PROCESS OF INTEGRATION IN THE EUROPEAN UNION

The process of European integration of a country is complex, which includes manyprocedures, institutions and criteria. Тhe specialized administrative bodies and the executive,also the legislative branch, and especially the working bodies responsible for Europeanintegration, have an important role in a country’s integration process in the European Union.In most of the national parliaments of the member states and candidate countries, issues relatedto relations and EU membership are the competence (as an explicit competence or competence for coordination) of special permanent working bodies. These working bodies (commissionsor committees) are usually established on the basis of rules of procedure or law, but there arealso cases where they have a constitutional-legal status. Each of the participating countries'parliaments has chosen different models of participation in the EU decision-making process.This paper provides an overview of the competencies and legislative working bodies forEuropean integration and their relationship with other bodies in Slovenia, Croatia, Serbia andMontenegro. The paper provides a comparative overview and gives an overview of the capacityof these bodies
