Considerable information is available on the insulation of pavements to reduce the depth of frost penetration and thus prevent frost-heaving. There are, however, few published studies on the problems that may be caused by the more frequent occurrence of surface ice on insulated pavements. If subgrade cools more quickly when it is over an insulating layer, then under suitable weather conditions, surface ice will form readily on an insulated pavement than on an uninsulated pavement.
