This paper explores the proposition that there is a need for the effective monitoring of the resources devoted to new buildings and to the care of existing ones because the resources available are limited. In particular, it examines a number of important and principally economic relationships that exist between research, industrial development, and codes and regulations in the building environment in Canada.
