This paper is a definitive study of building regulations. Recurring problems related to the administration of building regulations due to conflict, ambiguity and uncertainty of intent are discussed. The forces that maintain stability and cause change are identified. These are, respectively, tradition and knowledge; characteristics of each are identified. As each of these is a social mechanism, this understanding can be applied positively to the solution of problems of control associated with the built environment, including the problem areas noted above.
