The 1995 Land Titles Bill and Regulation is admirably introduced, summarised and annotated. This new draft legislation proposes the introduction into Hong Kong, for the first time, of a land titles registration system. It will affect all land titles and rights over land in Hong Kong. As such, it will alter conveyancing practices and be of fundamental importance to those who lend against the security of land. The Bill is designed to facilitate transactions in landed property and to provide Hong Kong with a law which give the local and international community a degree of confidence that will serve Hong Kong well in future.
