This paper presents a review and compares current situations and policy issues related to reduction of greenhouse gases (GHGs) by several means and creation of a \u22low carbon society\u22 in Fukuoka and Busan Metropolitan Cities. Analyses include viewpoints of urban and regional planning, environmental economics, waste management engineering, and environmental law. These cities are, geographically, the closest “sister cities” of any in Japan and Korea, locates on respective sides of the strait, which suggests their mutual cooperation to execute effective international but nevertheless local policies
