This article evaluates the educational policies during Ugaki\u27s term from June 1931 to August 1936, tracing the recorded proclamations and behavior of his staff who were practically in charge of making and executing policies. In terms of educational history, the credit goes to Watanabe Toyohiko, the Chief of the Educational Bureau, and Ono Ken\u27ichi, the Section Chief, for the Village Rebuilding Movement which is now considered indispensable in discussing Ugaki\u27s governor-generalship. The study also characterizes Ugaki\u27s policies as intermediate between Yamanashi Hanzo, his predecessor, and Minami Jiro, his successor.
