La soberanía alimentaria en los comedores de los colegios. Dificultades y oportunidades para la transición a un comedor escolar más sostenible en el CEIP Mestalla

[EN] The present study is the result of a participatory process realized together with the CEIP Mestalla’s leading group on Sustainable School Canteens from Valencia, Spain. The study has been developed during the internship taken at the Rural Studies and International Agriculture Centre (Centro de Estudios Rurales y de Agricultura Internacional – CERAI), part of the Master on Development Cooperation attended at the Polytechnic University of Valencia. Aim of the study was to collaborate with the school’s leading group in identifying which are the potentialities and the limits the institute might have to tackle with in realizing a Sustainable School Canteen. The analysis moved from the Food Sovereignty approach. The assumed methodology was the Participatory Action Research (PAR), which has been implemented together with the school’s leading group. Besides holding participatory workshops with the leading group, all the school’s actors has been interviewed in order to better recognize those elements which might constraint or nurture the transition to a Sustainable School Canteen. Threats and opportunities have finally been categorized trough Levy’s Web of Institutionalization (Levy, 1996). In order to achieve the study’s objectives, Levy’s tool has been re-elaborated and adapted to the considered context. According to the study’s results, most of the school’s actors have been found interested in moving to a Sustainable Canteen. Moreover, their request, and the share of similar interests and motivations beyond it, is closely linked to the Food Sovereignty approach’s recommendations. It is believed that such an awareness, though different from actor to actor, already constitutes a great potential to achieve a conscious and durable shift toward the canteen’s sustainability. However, on the other hand, the level of awareness and commitment in fostering sustainable food distribution is not uniform among all school’s actors, a fact that could impede the change. Therefore, it would be fundamental for the entire educational community, for parents and for children to strengthen their knowledge on the impact the way we feed ourselves has on the planet. Moreover, the study brings to the fore the existence of power distribution unbalances among actors, the lack of representation of some of them within the school’s decision-making bodies and the deficiency of teamwork capacity and of participative planning. All these elements together might affect the change and the sustainable implementation of new initiatives within the school. The present study has turned out to be very useful to foster the on-going debate, among all actors, on the need to shift to a more sustainable food provision and, above all, on which is the required methodology to achieve this change. Such a transformation would the more and more increase the number of responsible consumers, engaged in promoting sustainable development worldwide[ES] El presente trabajo es el resultado de un proceso participativo realizado con el grupo motor de Comedores Escolares Sostenibles del CEIP Mestalla de Valencia, en el marco de las prácticas del Máster en Cooperación al Desarrollo realizadas en el Centro de Estudios Rurales y de Agricultura Internacional – CERAI. El objetivo fue colaborar con este grupo motor para determinar las potencialidades y limitaciones para encaminarse hacia un Comedor Escolar Sostenible - CES, teniendo en cuenta el enfoque de la Soberanía Alimentaria - SobAl. La metodología utilizada fue la Investigación Acción Participativa – IAP que fue realizada con el grupo motor de CES del Colegio. Además de talleres participativos con el grupo motor, se realizaron entrevistas a los diferentes actores del colegio con el fin de conocer las dificultades y oportunidades para la transición hacia un CES a través de la herramienta de la Web de Institucionalización de Levy (1996). Para esta investigación se hace la propuesta de adaptación de esta herramienta para el colegio, con la finalidad de lograr los objetivos propuestos. Por un lado, la mayoría de los actores tienen interés por iniciar una transición hacia un CES. Además, esta demanda, y el consenso en los intereses y motivaciones, tienen mucha relación con la propuesta de la SobAl. Se considera que tal nivel de sensibilización, sin embargo variable de actor en actor, constituye ya una gran potencialidad para que se pueda lograr un cambio consciente y sostenible. Por otro lado, el nivel de compromiso y de sensibilidad sobre un CES no es homogéneo entre todos los actores, característica que puede convertirse en limitación para la implementación del cambio. Por lo tanto se aprecia la necesidad de fortalecer la sensibilización y concienciación de toda la comunidad educativa, de los padres y madres, niños/as, sobre el impacto de nuestra forma de alimentarnos. A esto se suman los desequilibrios en la distribución del poder entre los actores, la falta de representación de algunos de estos en los órganos decisionales del colegio y la carencia de capacidad de trabajo en equipo y de espacios de planificación compartida. Todos estos elementos afectan el proceso de cambio y la implementación de nuevas iniciativas de forma sostenible. La investigación resultó muy útil para empezar un dialogo en el colegio con todos los actores sobre la necesidad y, sobre todo, la metodología necesaria para lograr el cambio, así que se pueda contar, cada vez más, con consumidores responsables promotores de un desarrollo sostenible.Saavedra Sánchez, MDP.
