Policies for territorial development and intermunicipality in Brazil: complementarities and tensions

No Brasil, os consórcios intermunicipais de desenvolvimento foram criados para financiar\ud infraestruturas sociais setoriais (saúde, saneamento, educação) antes de ser reconhecidos mediante uma emenda constitucional em 1998, regulada por leis específicas em 2005 e 2007. As politicas de desenvolvimento territorial são mais recentes; começaram a ser discutidas no fim dos anos 1990 e aplicadas nos anos 2000. O trabalho, estruturado com base em dois estudos de caso, analisa a origem desses dispositivos, suas complementaridades e tensões, bem como as práticas e as estratégias dos atores no marco da implementação conjunta ou paralela dessas duas políticas que mobilizam referências semelhantes, mas em períodos diferentes.In Brazil, the development inter-municipal consortia were created to finance social infrastructure sector (health, sanitation, education) before being recognized through a constitutional amendment in 1998 and regulated by specific laws in 2005 and 2007. The territorial development policies are more recent; they began to be discussed in the late 1990s and implemented in the 2000s. This paper is structured based on two case studies and examines the origin of these policy tools, their complementarities and tensions, as well as the practices and strategies of the actors in the process implementation combined or parallel these two policies that mobilize similar references, but in different times
