The besieged communities – thousands of men, women and children – are forced to live under shocking and inhuman conditions. 100. Siege warfare is conducted in a ruthlessly coordinated and planned manner, aimed at forcing a population, collectively, to surrender or suffer starvation. Denial of food, water, electricity and medicine has led to malnutrition and deaths amongst vulnerable groups, such as elderly, infants, young children and persons suffering from chronic illnesses.
