- 3 - Since all these factors (both within the University and in its environment) are constantly changing, the University must provide a method of continuing self-criticism, leading to adaptation and qualitative improvement* ' Without a process of self-study the institution becomes rigid and unresponsive, and what may once have been excellent may become anachronistic and, frequently, a detriment* By means of a process of self-study, supported by a method of translating new inn: gits into changed programs, the University may be able to bring needs, program and resources together in such a manner as to achieve excell nee* Excellence requires student selection and control* The University must devise ways of selecting the students who are best fitted for and will be most benefited by its particular program* Otiierwise much of its limited resources will be wasted. It must, therefore, determine and apply standards of admission, advancement, and graduation, or separation of students by dismissal or withdrawal* These standards cannot be lower than those obtaining in the Egyptian Universitie s• Excellence requires the University to determine and apply standards of appointment, advancement, retirement or separation of its teachers, research workers and educational administrators*’* In the American system of university administration, staff control rests in the Board of Trustees, the employing body, and ir exercised through the president of the institution* Again, standards of appointment and control can be no less rigorous than in the Egyptian Universities* Suggestions of persons for appointment are gratefully received from any sources, but responsibility of establishing, maintaining or breaking the relationship of staff members with the University rests with the University* It follows that persons who hold a staff relationship are responsible to the University for their professional actions* From its inception the American University at Cairo has employed Westerners and Fiddle Easterners on its staff* Usually the Middle Easterners outnumber the Wes termers tar to one-. Some ten nationalities usually are represented on The teaching staff, so there is no inclination to be exclusive on national lines- Excellence requires adequate facilitiesa Well-equipped and maintained physical facilities must be provided# The University’s libraries, laboratories, studios, classrooms, offices, and all physical equipment have a bearing upon its ability to attain its goals* Subject to general United Arab Republic laws with reference to admission of foreigners, clearance of Egyptians on the staff of a foreign institution, etc
