Dr. Dirks stated that this meeting loBS a continuation of the meeting held on May 8, 1961 for the purpose pr:iJnar.ily of concluding the review of and taking action upon the proposed ten year financial program for the Uni versi:GY. The Chai:man stated that such action by this Conmittee had been authorized by the Board at the full meeting held on March 18, 1961. Before discussing the financial program, Dr. Dirks read excerpts from the report. .. to the _I.C.A. of the Middle East University Survey (stevenson) Com- \,,1 msion on American University at Cairo, American University at Beirut and Robert College, of which he had just rec.!i ved a copy. It was requested that designated port.ions of this report be mailed to the Trustees at the same time as the miml.tes of this meeting. Dr. McLain reported on a recent meeting in washmgton which he had held with Senators Fulbright, Humphrey, Gore and McCarthy. He stated that he 18S given· a copy of a bill presently being introduced in the Senate by Senator Fulbright, the }:W'pose of which was to consolidate in one law the var.ious pro­vi, sione for aiding international educational and cultural exchanges through use of counterJ8rt funds and U.S. dollare and to e.x:}:8nd upon the scope of such assistance. Certain portions of the propoEed bi.ll, whioh Dr. McLain loBs advised had a good chance of J8ssage, were read and a/i{ed to be nailed to the Trustees together ~th the minutes. Dr. Mclain said that after discussions with the State Department in Washington it \l8S suggested that the Universityfs request for assistance from the U.S. Government for the Universityls 1963-64 budget be nade at the time o
