its in Egypt. It should be noted that the actual income in Fgypt exceeded the budgeted income by approximately •t21,000. Funds from America represent current donations and endowment; the money raised in Egypt came from tuition fees, lecture fees, cinema. tickets, contributions to the scholarship funds, the sale of University publications, the rental of University Halls. Reputation: Public good will is an essential asset in any successful business enter-prise. The University has emerged from the war with a larger measure of public confidence than it has ever enjoyed. Dr. Spencer's judgment on this point is inter-esting; in comparing the reputation of the University as he knew it during his first visit in 1937 and as he found it today, he said, "Not only does the Univer-sity have a much wider public recognition than it did in 1937, but it is considered a more genuinely Egyptian institution." Part of this feeling grows out of the gener-al pro-American attitude of the Middle Fast (an attitude which the recent Zionist policy of the United States Government is seriously imperilling) part is founded on the record of the University for sound education and public service. Indeed, so high is the regard in whi-h the University is held that it frequently becomes an embarrass-ment, for Egyptians expect more of us than we are able to give with our present per-sonnel and funds. DEPARTMENTAL ACHIEVEMENTS The resources of the University are utilized through the programs of the four departments. A survey of their reports reveals the following salient points in the year's work. FACULTY OF ARTS AND SCIENCES Staff: Only two permanent Americans served on the staff of the Faculty of Arts and Sciences last year--Dr. Harold Smith and Mr. H. Tr. Vandersall. Mr. Howard's ab-sence on furlough deprived the Faculty of both the head of the English Department and Dean. As no American was avialable, the English Department operated under the direction of an Egyptian teacher who acted as secretary for the foreign language group. The work of the Dean's office was carried by the President, a demanding re-sponsibility for the first year with its many University duties. The appointment of five short-term teachers brought this section of the teaching staff to its largest strength in many years--six instructors. Four of the new men were theol-ogical students. Their record has been good; in addition to competence in their field, they brought a basic religiousmotivation that is a welcome relief after the attitude of American teachers employed by necessity during the war. With the larger staff of Americans, it was possible to reduce sharply the number of part-time teachers and thus to place the teaching program on a more stable basis. Student Body: The total enrollment for the year was 444 students. The size of the student body was determined by physical limitations of building and staff and not by any lack of prospective students. At least 200 more students were available had there been teachers and space for them. However, our policy for some years has been to select the t•rne of student very carefully and to make enrollment at the American University at Cairo à privilege to be sought. For the first time in our history it was possible to close enrollment by October 15th and to refuse all subsequent appli-cations. After five years of absence, I notice particularly the improvement in the type of student enrolled in the Government Section of Lincoln School. In 1939 a selective enrollment program was introduced.
