Une agriculture transitoire au service d’une agriculture pérenne dans un front pionnier Saharien en Algérie. L'eldorado d'El Ghrouss

Historically, the Sahara has undergone profound transformations, particularly in the agricultural sector. This is particularly true in the El Ghrouss region in the 1980s, which has seen an acceleration of agricultural changes resulting in strong territorial dynamics. A real pioneering front characterizes this region under the effect of the development of vegetable production under glass, which is a transitional production system allowing the extension of perennial agriculture in the form of palm groves. These agricultures are irrigated from underground resources forming an expanding "water territory". The objective of this analysis is the set of determinants of the Saharan neo-agriculture irrigated in transition, explaining the determinants of its territorial extension and leading to a perpetuation. Our thesis revolves around the triple relationship between the actors, the water resource and space. In the first time, we characterize the transient dynamics carried by different arrangements. In a second time, we interrogate the evolution of the groundwater uses according to the observed mutations and the territorial building. Finally, we analyse the various factors that allowed the quest for new lands: water, land but also public infrastructure. Our results first show that the arrangements between actors around transitional agriculture are the drivers of territorial expansion and the socio-professional rise of farmers. Next, we show the importance of understanding the practices and uses of water to assess the water needs of a territory. And finally, the analysis of the progress of a "pioneering fringe" has shown that it resulted from the interweaving of the three main axes namely land, water and infrastructure and that each of these axes combines both state action and private initiative. To conclude, we ask the question of the sustainability of this agriculture in full expansion in a context of fragile resources that is already showing signs of slowing down, weak economic regulation of market gardening production and social vulnerability.De tout temps, le Sahara a connu de profondes transformations notamment dans le secteur agricole. C’est en particulier vrai dans la région d’El Ghrouss dans les Ziban qui, depuis les années 1980, a connu une accélération des mutations agricoles entrainant de fortes dynamiques d’expansion territoriale. Un véritable front pionnier caractérise cette région sous l’effet du développement de la production maraîchère sous serre, système de production transitoire permettant l’extension d’une agriculture pérenne sous forme de palmeraies. Ces agricultures sont irriguées depuis les ressources souterraines formant un « territoire de l’eau » en expansion. L’objectif de cette thèse est d’analyser l’ensemble des déterminants de cette néo-agriculture saharienne irriguée en transition, expliquant les déterminants de son extension territoriale et conduisant à sa pérennisation. Notre thèse s’articule ainsi autour de la triple relation entre les acteurs, la ressource en eau et l’espace. Dans un premier temps, nous caractérisons les dynamiques transitoires portées par des arrangements entre différents acteurs qui mettent en commun leurs facteurs de production. Dans un second temps, nous interrogeons l’évolution des usages de l’eau souterraine en fonction des mutations observés et de l’expansion territoriale. Enfin, nous analysons les différents facteurs qui favorisent la quête de nouvelles terres à savoir, l’eau, le foncier mais aussi les infrastructures publiques. Nos résultats montrent d’abord que les arrangements entre acteurs autour d’une agriculture transitoire sont les moteurs de l’expansion territoriale et de l’ascension socio-professionnelle des agriculteurs. Ensuite, nous montrons l’importance de comprendre les pratiques et usages de l’eau pour évaluer les besoins en eau d’un territoire. Et enfin, l’analyse de l’avancée d’une « frange pionnière » a montré qu’elle résultait de l’imbrication des trois principaux axes à savoir le foncier, l’eau et les infrastructures et que chacun de ces axes conjugue à la fois l’action de l’État et l’initiative privée. Pour conclure, nous posons la question de la durabilité de cette agriculture en pleine expansion dans un contexte de ressources fragiles qui manifeste déjà des signes d'essoufflement, de faible régulation économique de la production maraichère et de vulnérabilité sociale
