This thesis aims to show how to enhance social housing governance through system dynamics and dynamic performance management. Particularly it analyzes the Vietnam housing sector and also social housing governance to identify possible political leverage upon which to intervene in order to improve the performance of the whole system. During the last decades, social housing emerged as a critical problem for both national and local governments.
