Pour une analyse économique des ONG

International audienceEconomic theory has long opposed two mechanisms for coordinating the plans of elementary economic units: the market and the state. The first, by organizing the confrontation of supply and demand, provides an alternative indicator of choice on which each economic agent relies to make a final decision. The incentive and useful information are contained in the price. The motivation of agents is confused with the search for individual interest. Under the assumptions of pure and perfect competition, the generalized market allows the optimal allocation of production factors. The second mechanism is based on the presence of inequalities and externalities. State intervention is justified by market failures or non-existence. It constrains or directs individual behaviour according to a political expression of collective needs and produces adequate incentives through agendas, objectives, plans, price controls and the production of rules. In this state model, administrative command and control enables coordination. Here we find the canonical opposition between two social science traditions. With the first, the order that has become equilibrium is unintentional. It results from individual choices. With the second, order is achieved through recourse to authority. On a sectoral level, these two approaches discover the notions of "private" and "public".How then to consider and define the NGO object when these organizations, because of their history, motivations and principles, seem to move away from the usual mechanisms envisaged by the economy? What can be the legitimacy of an economic analysis towards organizations whose commitment describes above all "an ethical position that tries to mark reality by transforming it concretely" (Dalbera)? Published in 1998 in a first pluridisciplinary synthesis in French on Non-Governmental Organizations, this paper reviews the main characteristics of NGOs and their development operations in order to identify on a theoretical level what is specific to them.La théorie économique a longtemps opposé deux mécanismes de coordination des plans des unités éconmiques élémentaires : le marché et l'Etat. Le premier, en organisant la confrontation d'une offre et d'une demande, fournit un indicateur alternatif de choix sur lequel s'appuie chaque agent économique pour prendre une décision finale. L'incitation et l'information utile sont contenues dans le prix. La motivation des agents se confond avec la recherche de l'intérêt individuel. Sous les hypothèses de la concurrence pure et parfaite, le marché généralisé permet l'allocation optimale des facteurs de production. Le second mécanisme s'appuie sur le présence d'inégalités et d'externalités. L'intervention de l'Etat se justifie par les défaillances ou l'inexistence de marché. Elle contraint ou oriente les conduites individuelles en fonction d'une expression politique des besoins collectifs et produit des incitations adéquates par l'intermédiaire d'agendas, d'objectifs, de plans, l'encadrement des prix et la production de règles. Dans ce modèle étatique, la commande administrative et le contrôle permettent la coordination. On retrouve ici l'opposion canonique entre deux traditions des sciences sociales. Avec la première, l'ordre devenu équilibre est inintentionnel. Il résulte de choix individuels. Avec la seconde, la mise en ordre est obtenue par le recours à l'autorité. Sur un plan sectoriel, ces deux approches découvrent les notions de "privé" et de "public".Comment dès lors considérer et définir l'objet ONG quand ces organismes de part l'histoire, les motivations et les principes qui les animent semblent s'éloigner des mécanismes habituels envisagés par l'économie ? Quelle peut être la légitimité d'une analyse économique en direction d'organisations dont l'engagement décrit avant tout "une position éthique qui tente de marquer le réel en le transformant concrètement" (Dalbera) ? Publié en 1998 dans une première synthèse pluridisciplaire en français sur les Organisations Non Gouvernementales, ce papier revient sur les principales caractéristiques des ONG et de leurs opérations de développement afin d'identifier sur un plan théorique ce qui leur est spécifique
