The International Detention Coalition first published There Are Alternatives in 2011. This revised edition updates and expands the original work using the findings from a new piece of research and the insights and expertise accrued in the four years since the first Handbook was launched. Begun in 2013, the new research focused on 20 additional countries. It sought to identify alternatives in a wider range of countries including those experiencing ‘transit’ migration, those hosting large populations of refugees, asylum seekers, stateless persons or irregular migrants, and/or those with limited resources available to manage such populations.
