Higher education was late in coming to the South Pacific and by the time Colonial powers began withdrawing from Pacific Territories, few Islanders were sufficiently trained and educated to fill senior positions in society. Partly because of the high cost of extending conventional education to those in dispersed and remote communities, distance education at the University of the South Pacific and the University of Papua New Guinea has evolved during the 1970s and 1980s as part of the strategy to redress this shortage, and to provide continuing education for those already in the workforce.
