Context-awareness and adaptability are highly desirable features for web services that operate in dynamic environments. In recent years, a number of approaches have been proposed to support the development of such services. However, the requirements elicitation of this kind of services and the synthesis of their design models from the requirements are still major challenges. In this paper, we propose a novel scenario-driven approach to developing context-aware adaptive web services. Our approach enables the elicitation of a web service's requirements as two sets of scenarios: functional and adaptation.
