Senator Mansfield responds to President Nixon\u27s veto of the Department of Health, Education, and Welfare bill (H.R. 13111) by outlining the programs affected and suggesting that if the Senate doesn\u27t override, a compromise bill may be worked out. He also responds to questions regarding Judge Carswell, the effectiveness of the Nixon administration, environmental issues and crime legislation.
