It is of particular importance for the establishment of an effective health insurance system to review and rethink the content and application of the principle of solidarity in the social security system. New mechanisms are needed to link the person's contribution to the social security system and his responsibility to protect his health. It is proposed to review the rights, obligations and responsibilities of system participants. It is underlined that disturbing the balance between them makes the system unattractive, lost confidence and conflicts arise among the participants
