This thesis reports on a study conducted to determine the feasibility of using a sampling technique within the Department of the Navy to compare in- house motor vehicle costs with the costs that would be incurred were the General Services Administration or a civilian fleet management contractor employed to meet the Navy's motor vehicle needs. Such cost comparison studies are required by the Consolidated Omnibus Budget Reconciliation Act of 1985 (Public Law 99- 272). The doubtful quality and wide dispersal in the available data on Naval activity in-house costs made it impossible to determine if costs are sufficiently similar between activities to justify the use of a sampling technique.
