CHDS State/LocalThis thesis is concerned with the optimal state organizational structure to achieve homeland security missions, particular in the state of Wisconsin. It will therefore first review the relevant literature in order to identify a core set of critical homeland security functions germane to states. Four organizational models, as represented by four case states, will be examined to determine which meet those critical functions, to what degree and with what demonstrable success. Wisconsin's current organizational structure for homeland security is evaluated in a gap analysis in that state's capabilities, and finally a set of policy and organizational recommendations are provided for Wisconsin and indeed other states attempting to ...
