Laatujärjestelmän arviointi ja kehittäminen vaihdevalmistuksessa

The master thesis project was initiated to evaluate the current state of the quality management system (QMS) in the factory and suggest developments. The QMS has been developed only with incremental steps during the last decade, during which the size of the plant and number of the personnel has grown massively. The developments are needed to improve the efficiency of the quality functions and to help to focus the actions into improvements. Currently the main problem for the QMS is the organization structure, which builds barriers between different functions. The lack of communication and information flow between the functions does not support the TQM ideology, but promotes inefficiency to the quality efforts. Also the quality documentation cannot be considered as an efficient tool it should be, mostly because of the structure but also because of the poor control of the documents. Another challenge is the measurement of the process efficiency, which is currently done on long term, but the cost of quality cannot be studied efficiently on short term basis. The first step for developing the QMS is to implement the process management methods and to define the communication and the responsibilities between the functions. Secondly the quality documentation and the process measurements must be built to support the defined processes. Finally the quality efforts in the plant must be shifted into the continuous improvement and to the control of the process to take the best out of the available resources and to ensure the product quality in the factory also in the future.Diplomityöprojekti aloitettiin, jotta laatujärjestelmän nykytila voitiin kartoittaa sekä kehitysehdotuksia antaa. Käytössä olevaa laatujärjestelmää on kehitetty vain pienin askelin viime vuosikymmenen aikana, kun samanaikaisesti tehtaan koko ja henkilöstömäärä on kasvanut räjähdysmäisesti. Laatujärjestelmän kehitysprojekti tarvitaan parantamaan laatutoimintojen tehokkuutta sekä kehittämään jatkuvan parantamisen menetelmiä. Tällä hetkellä laatujärjestelmän suurin ongelma on funktionaalinen organisaatiorakenne, joka aiheuttaa tietokatkoksia eri toimintojen välille ja ruokkii epätehokkuutta. Tämän lisäksi olemassa olevaa laatudokumentaatiota ei voida pitää tehokkaana työkaluna koko organisaatiolle. Suurin syy laatudokumentaation tilaan on huono dokumenttien hallinta sekä funktionaalinen organisaatiorakenne. Myös prosessien tehokkuuden mittaamisessa on ongelmia, sillä nykyinen laatukustannuksiin perustuva mittari ilmaisee muutoksia vain pitkällä aikavälillä käyttäen kokonaismyyntiä vertailulukuna. Ensimmäinen askel laatujärjestelmän kehittämiseen on prosessijohtamisen käyttöönottaminen. Tärkeää siinä on määritellä kommunikaatiomenetelmät sekä vastuut eri toimintojen välillä. Lisäksi laatujärjestelmä sekä prosessin mittarit täytyy rakentaa uudelleen tukemaan prosessimallista organisaatiota. Viimeisenä tehtaan täytyy ottaa askel kohti kokonaisvaltaista laatujohtamista rakentamalla menetelmät jatkuvaan parantamiseen sekä prosessien hallintaan, jotta olemassa olevasta kapasiteetista saadaan kaikki irti. Näiden askeleiden ottaminen on välttämätöntä, jotta tehtaan laatutaso voidaan varmistaa myös tulevaisuudessa
