The world is struggling towards widely accepted targets to reduce GHG (Green House Gas) emissions in order to control the climate change. In Europe, the EU (European Union) has set a target of 10% for biofuels in transportation in 2020. However biofuels are not competitive against fossil alternatives and therefore require help from political instruments to reach the given target. On the strength of the EU directives the member states implement national targets for biofuels and the required policy instruments into their legislation. Two main policy instruments among biofuels are tax exemptions from fuel duty tax and compulsory mandates which require a certain share of biofuel consumed from total fuel consumption.
