Recently city centers in Finland have faced active development. As a result of the development, the whole urban structure on the center might have changed. Even though there has occurred structural changes and more will occur in Finnish city centers, the process have not been studied. The aim of this thesis is to answer the question what are the main phases, the length and content of phases in the process. Furthermore, principles for economical modelling of the process are created. Research is based on the literature of urban development and the Finnish legislation.
