The IPPES-project develops a small scale fuel cell power source for portable electronic appliances. The system being developed is composed of a PEM fuel cell, a methanol electrolyser and an ultra capacitor. System can he operated in both active and passive hybrid configurations. In this thesis a simulation model and a control system for IPPES system were developed. The model and control system were implemented in LabVIEW environment. The test system was controlled via USB I/O module. The control system controls the hydrogen production rate of the electrolyser, chooses between hybrid configuration modes and if necessary controls the operating point of the fuel cell.
