A retail premise is defined, for the purpose of this research, as a pilot of real estate specifically defined by a local detailed plan for use as the site of constructing a retail unit. Such commercial properties for retailing are specially regulated under Finnish legislation and their ultimate locations are determined on the most intricate level of the planning system, by detailed plans. Hence, the actions of private businesses in their choice of setting up new units of retail are under public regulation as subjected to the entire length of the zoning process before implication.
