In recent years the demand for spectrum has dramatically increased due to the emergence of vast array of new communication systems and devices offering innovative and personalized services with varying quality of service for end-users. The intense demand for spectrum has gradually been exceeding the supply of spectrum and become a bottleneck for implementing innovative services and wireless technologies that could bring about social and economic benefits to both end-users and to the society as a whole. Spectrum is highly underutilized in both temporal and spatial scales. Spectrum is at the moment allocated administratively on a strict technology-defined basis under the current spectrum management model (command-and-control) precluding the use of advanced technology in creating innovative services, systems and better utilization of spectrum. This thesis concentrates on the pros and cons of the two most suitable candidates for the new flexible spectrum management model, the economic justification for the paradigm shift, how the transition to spectrum markets should be implemented and the incentives needed to reach a consensus on economic and regulatory issues between different operators in the wireless industry. Also, spectrum pricing and economics in the secondary markets are investigated and finally a synthesis is made as to how the new management model with secondary spectrum markets would function from an economic and regulatory perspective and how it would affect different actors in the wireless industry and the society as a whole in terms of enhancing social and economic value and in bringing new innovations to market.Viime vuosina radiotaajuisen spektrin kysyntä on kasvanut valtavasti, joka on ylittänyt spektrin tarjonnan. Tämä tarjonnan vähyys rajoittaa uusien palveluiden ja langattomien teknologioiden kehittämistä, mikä voisi luoda sekä sosiaalisia että taloudellisia etuja loppukäyttäjille ja yhteiskunnalle. Vaikka radiotaajuisesta spektristä on ylikysyntää, on mittauksin voitu osoittaa spektrin käyttöasteen olevan hyvin alhainen aika- ja sijaintikohtaisesti. Tämä alhainen käyttöaste johtuu nykyisestä spektrin hallintatavasta, jossa spektri jaetaan käyttäjille teknologiakohtaisesti viranomaisten toimesta. Tämä työ keskittyy kahden uuden spektrin hallintatavan tutkimiseen, kuinka taloudellisesti oikeutetaan uuden mallin käyttöönotto, kuinka siirtyminen spektrin sekundaarimarkkinoille toteutetaan ja minkälaisia kannustimia eri tahot vaativat. Työssä tuodaan esille myös spektrin hinnoittelu ja taloudelliset näkökohdat sekundaarisilla markkinoilla. Lopuksi tehdään yhteenveto kuinka uusi malli ja spektrin sekundaarimarkkinat toimisivat taloudelliselta ja valvonnan kannalta ja kuinka tämä vaikuttaa yhteiskunnan ja langattoman teollisuudenalan eri toimijoihin
