Vilniaus miesto urbanizuotų teritorijų plėtros analizė

Since the very foundation of any town, urbanisation is the process of concentration of people and their activities. Development of cities and towns, or simply of urbanised residential areas, is a multidimensional phenomenon embracing various parts of the urban system. Urban system development serves people's needs, but in order to secure sustainable environment, strong society, high economic rates, cities must be planned in the context of harmonious development. The object of research – urbanised areas of Vilnius City. During the research, the pursued goal was to analyse urbanised areas of Vilnius City and to assess if the actual city development complies with the planned directions and priorities of the city development. Urbanisation processes in the world and Lithuania were discussed in the project. Legal – regulatory analysis of the contents of urban planning legislation was conducted. Trends in residential areas development of Vilnius City were analysed. The main directions and priorities of the city development, determined on the basis of the general plan solutions, as well as their implementation were discussed. In order to fulfil the set objectives, the contents of literary sources were thoroughly analysed. The methods of documentation analysis, summary were applied when writing the thesis. Data processing was conducted by applying grouping methods, presenting them through percentage and graphic modelling method. The strengths, weakness, opportunities and threats (SWOT) analysis was conducted. In order to identify and determine the importance, expert research of the harmonious city components was conducted – algorithm to identify the relevance of the criteria was drawn. The key priorities of the city development set in the general plan solutions are implemented partially, no new entry into the city from the west, through Pilaitė residential district, is being developed or even planned. If compared with the Lithuanian average and neighbouring municipalities, the useful area of housing per one resident was growing at a slower pace in Vilnius City. Analysis of the geographical distribution of permits to develop, reconstruct, renovate and refurbish blocks of flats shows that the biggest number of such permits is issued for the central part of the city – priority territory for housing development. The main shortcomings in the urban structure were identified, such as: small built-up density, ageing population, shortage of engineering and social infrastructure, dispersed (chaotically spread) and incomplete urban structure.Urbanizacija yra gyventojų ir jų veiklos koncentracijos procesas nuo pat miesto atsiradimo laikų. Miestų ir miestelių, arba tiesiog urbanizuotų gyvenamųjų vietovių plėtra yra daugialypis reiškinys, apimantis įvairias urbanistinės sistemos dalis. Miestų sistemos kūrimas tarnauja žmogui, tačiau siekiant, išlaikyti tvarią aplinką, stiprią visuomenę, aukštis ekonominius rodiklius privalomas miestų planavimas darnios plėtros kontekste. Tyrimo objektas – Vilniaus miesto urbanizuotos teritorijos. Tyrimo metu siekta išanalizuoti Vilniaus miesto urbanizuotas teritorijas ir įvertinti ar reali miesto plėtra atitinka suplanuotas miesto plėtros kryptis ir prioritetus. Darbe apžvelgiami urbanizacijos procesai pasaulyje ir Lietuvoje. Atlikta teisinė – normatyvinė teritorijų ir urbanistinio planavimo teisinių nuostatų turinio analizė. Išanalizuotos Vilniaus miesto gyvenamųjų teritorijų plėtros tendencijos. Aptartos pagrindinės miesto plėtros kryptis ir prioritetai, kurie nustatyti bendrojo plano sprendiniais, ir jų įgyvendinimas. Siekiant įgyvendinti numatytus uždavinius, buvo atlikta išsami literatūros šaltinių turinio analizė. Darbui atlikti buvo naudojami dokumentų analizės, apibendrinimo metodai. Duomenų apdorojimas atliktas grupavimo metodais, juos išreiškiant procentiniu santykiu bei grafinio modeliavimo metodu. Atlikta stiprybių, silpnybių, galimybių ir grėsmių (SSGG) analizė. Siekiant identifikuoti ir nustatyti svarbą, darnaus miesto komponentų buvo atliktas ekspertinis tyrimas – sudarytas kriterijų reikšmingumo nustatymo algoritmas. Remiantis bendrojo plano sprendiniais nustatyti pagrindiniai miesto plėtros prioritetai įgyvendinami dalinai, už miesto ribų nerealizuojamas ir net neplanuojamas naujas įvažiavimas į miestą iš vakarų krypties, per Pilaitės gyvenamąjį rajoną. Lyginant su Lietuvos vidurkiu ir aplinkinėmis savivaldybėmis, būsto naudingasis plotas tenkantis vienam gyventojui Vilniaus mieste augo lėčiau. Analizuojant geografinę leidimų statyti, rekonstruoti, atnaujinti ir remontuoti gyvenamuosius daugiabučius namus sklaidą, matyti, kad tokių leidimų daugiausiai išduodama centrinėje miesto dalyje – prioritetinėje teritorijoje būsto statybai. Išskirti pagrindiniai urbanistinės struktūros trūkumai, tokie kaip: žemas užstatymo tankumas, senstantys gyventojai, inžinerinės ir socialinės infrastruktūros trūkumas, dispersiškai (chaotiškai išskaidyta) bei neišbaigta urbanistinė struktūra.Žemės ūkio akademijaVytauto Didžiojo universiteta
