This master's thesis focuses on the development of an intelligent local optimisation algorithm that automatically adjusts the Common Pilot Channel (CPICH) power and antenna tilt settings. These parameters adjustments improve the Universal Mobile Telecommunications System (UMTS) radio network capacity by means of reducing inter-cell interference, achieve cell load sharing, and optimise base station power resources. The parameters settings are modified adaptively according to the uplink cell loading, base station transmit power and Orthogonal Variable Spreading Factor (OVSF) code utilisation in the downlink.
