The literature on human resources (HR) in Higher Educational Institutions (HEIs) has often discussed the challenges faced by universities due to the impact of globalization and internationalization. There are a lot of discussions and debates on how the HR department should play its role. Several metaphors have been used to describe the role of the HR department, such as partner, creator, facilitator, business partner, strategic partner, change agent, employee champion, and administrative expert.
