Indonesia is often used as an example of a “middle power”, a kind of state deemed critical to the sustenance or upsetting of international order. But what exactly is a middle power, and can a country remain a middle power despite policy shifts or political change? The present work addresses these questions via a constructivist image of middle power theory. It offers a theoretical system based on three constituting features of middle power identity, clustered as a specific relationship to international “rules”, the development of a given foreign policy “role”, and a political culture that ascribes characteristic “meanings” to the earlier two elements.
