Public Sector Perception of Barriers to the use of Public-Private Partnerships (PPP) in Nigeria-Findings from a Questionnaire Survey

Abstract: The availability of basic infrastructure plays a great role in the economic development of any nation and studies have shown the effectiveness of Public-Private Partnerships (PPP) or Private Finance Initiative (PFI) to help developing countries overcome their infrastructure problems. This paper presents findings from a questionnaire survey conducted among public sector officials with the objectives of investigating and ranking the major barriers and solutions to the use of PPPs in Nigeria. The results show that, high rate of corruption in government, lack of clear government policy on infrastructure, and lack of adequate security were the major barriers. Consequently, the elimination of corruption in government, improving the knowledge of officials in PPP procurement strategy, developing a clear government policy on infrastructure, maintaining political stability, and developing strong financial institutions were found to be the most significant factors that could improve the use of PPP in Nigeria
