There is a growing importance for both biosecurity and biosafety globally and locally. In this context, this study examined and compared the biosecurity and biosafety systems of the Philippines and New Zealand. This study also considered the central issue of whether the international idea that biosecurity should be the strategic and integrated approach covering and encompassing biosafety and other related instruments, is present or being practised in the national context.
