Telecommunications has gained in importance in the world economy. Regulation of this industry therefore has become a crucial policy issue of the governments around the world. In the thesis, I examine regulation of telecommunications services in OECD countries. Special attention is given to the New Zealand regulatory regimes before and after the second regulatory reform. As the first regulatory reform in telecommunications in New Zealand occurred over a decade ago, regulatory measures had to be adjusted to suit the current environment. This was the main reason for the establishment of a government-mandated inquiry.
