La eficacia de las politicas publicas en Ecuador hacia el sector economico social-solidario

Social Economy, Solidarity Economy, Civil Economy, Relational Economics, Social Market Economy, Popular and Solidarity Economy, are all different terms for different currents that philosophy of economics has conceptualized differently at different times. All these concepts, whose boundaries are sometimes nebulous, have an important common component, a threshold below which are identified and support them. This threshold is called civil society, and the starring role playing, clearly mark the difference with the private and the public economy. Making a small historic route, which is not exhaustive, we see the origins of the Social Economy in Europe and its reception in Ecuador in the early twentieth century to the present real ity, with its Popular and Solidarity Economy. The last part is the result of an investigation of the Organic Law of the Popular and Solidarity Economy of 2011, through which public policies are analyzed to this sector and its effectiveness, the role of the state and its relationship with civil society. Economia Social, Economia Solidaria, Economia Civil, Economia Relacional, Economia Social de Mercado, Economia Popular y Solidaria, inuchos términos para varias corrientes que la filosofia de la economia ha conceptualizado de forma diferente, en épocas diferentes. Todos estos conceptos, cuyos limites a veces son bastante nebulosos, tienen un componente comun muy importante, un umbral bajo el cual se identifican y se amparan. Este umbral se llama sociedad civil y, el papel de protagonista que juega, marca claramente la diferencia con la economia privada y la economia publica. Haciendo un pequefio recorrido hióérico que, no pretende ser exhaustivo, veremos los origenes de la Economia Social en Europa y su acogida en Ecuador en el principio del siglo XX hasta la realidad actual, con su Economia Popular y Solidaria. La última parte es resultado de una investigacion sobre la Ley Organica de la Economia Popular y Solidaria del 2011, a través de la cual se analizaran las politicas publicas hacia este sector y su eficacia, el papel del Estado y su relacién con la sociedad civil
