These costs at the load centers will compare favorably with the cost of power from the best alternative sources that will be available at that time to the utilities participating. Taking into account the total Federal Government contribution and other changes since completion of the Bechtel report, the estimated cost of the distilled water at the Yorba Linda treatment plant will be about 20 cents a 1000 gallons over the 30-year amortization period. The cost of the Colorado River water now supplied by the District is less than 10 cents a 1000 gallons and that of the Northern California water is expected to be about 20 cents; in both cases, these estimates also include the expense of delivering it to the Yorba Linda treatment plant. The cost of distilled water from existing desalting plants is a minimum of $1 a 1000 gallons. Power Transmission Electric power generated on Bolsa Island will be transmitted via cables routed along the causeway and then underground to adjacent on-shore switchracks to be owned by Edison and the Deparment of Water and Power. Edison will construct two new 220-kv circuits to transmit the power entitlements of MWD, San Diego, and Edison into the Edison system. Delivery of such power to MWD and San Diego will be made by Edison at existing system interconnection points. Department of Water and Power has under consideration plans to construct three new 230-kv circuits to deliver its project power directly into the DWP system. Fresh Water Conveyance MWD will construct a 25-mile-long steel pipeline six feet in diameter to transport the desalted water from Bolsa Island to its Robert B. Diemer Filtration plant near Yorba Linda in Orange County. The distilled water will be commingled there with imported water from the Colorado River and the State Water Project to produce a blend of chemical quality superior to that of the imported supplies. Operation Dates The installation of the first nuclear steam supply system and associated main generating unit (which will be owned by Edison and San Diego), the backpressure turbine, and the first 50 mgd module of the desalting plant, is expected to be completed for commercial operation in 1972. The second nuclear reactor and main generating unit (owned by DWP) will be completed about one year later.
