Document: State Legislation Authorizing Establishment of Water Conservancy District Type Organizations, March 9, 1967, page 2Conservancy District is the central coordinating agency for the irrigation requirements of a score or more of local water organizations; and the Frying Pan-Arkansas Project where the Southeastern Water Conservancy District will be the central agency to provide irrigation and municipal water to a number of cities, towns, and local irrigation organizations in Arkansas River Valley of Southeastern Colorado. (4) Multiple-purpose project - may be desirable to have one local organization perform a number of functions; (5) River basin projects - may be desirable to have organization of water users representing a number of closely related development units; and (6) Supplemental water projects - Where the development is designed to serve a number of existing entities with supplemental water, and it is impractical to deal individually with each existing entity. The authorization of Reclamation Projects, covering large areas and for multiple-purposes, emphasizes the need for reappraisal of means for insuring more effective participation by interested State and local groups in the Reclamation and other conservation programs. The benefits of these projects are not confined to the irrigable land. It is essential that the development of forms of local organization be kept in step with the expanding nature of water resource programs. Establishment of conservancy districts provides a logical step in the development of more capable and more effective State and local water users' organizations. Conservancy districts are required by law for participating projects in the Upper Colorado River Basin.
