This additional aqueduct enlargement needs to be included initially to permit its construction as an incremental unit concurrently with the construction of the California Aqueduct resulting in substantial savings in overall cost. The proposed storage reservoirs and the remainder of the conduit system for the second unit of 1,200,000 acre-feet are included in Phase II. A desalting plant of 50 million gallons per day capacity also is proposed in Southern California in Phase I. This plant would serve as a large scale production pilot model primarily to explore more adequately economic possibilities of prospective future production plants with capacities of 300 or more million gallons per day. The output of this plant, possibly 40,000 to 50,000 acre-feet per year, would be used in Southern California. The western New Mexico area would be served by the Hooker Dam which would be located on the Upper Gila River and provide flood control, recreation, and a controlled water supply for municipal, industrial, and agricultural uses. This development is included as a part of the Central Arizona Project as described in House Document No. 136 referred to previously. The southern Nevada area would be served by the Southern Nevada Water Supply Project being planned to care for the municipal and industrial uses of the cities of Henderson and Las Vegas, and adjacent areas. The project is proposed for development in several stages. The first stage would be programed for early construction, with future increments added in the Phase II program to meet the growing demand. The southern Utah area would be served by the Dixie Project, which would provide a firm irrigation supply for farmlands on the Virgin River, a municipal and industrial supply for the town of St. George and vicinity, and a supply for Cedar City in Iron County. Indian reservations in Arizona, California, and Nevada, would be provided additional water supply facilities. These reservations, Chemehuevi, Cocopah, Colorado River, Fort Mojave, and Yuma, thus would be able to use presently undeveloped land resources by application of their Colorado River water entitlemetns. Colorado River Main Stream projects would be constructed for the overall benefit of the Pacific Southwest area as a whole. Existing and future water conservation facilities would be integrated to improve the hydrologic functioning of the Colorado River as a water conveyance channel by reducing nonbeneficial vegetative consumptive use, and ground- and surface-water operational losses.
