Document: Chapter VIII, Implementation Of The Plan: "Pacific Southwest Water Plan", August 1963, page 3Revenues accruing to the Development Fund should be designed and made available, as the Congress may direct, to return the costs of units of projects beyond the ability of the water users to repay; to return the costs of water salvage programs; to financially assist in the repayment of the costs of projects utilizing or controlling the waters of the Lower Colorado River Basin, desalting plants, watershed management, and such other programs as may from time to time be authorized by Act of Congress. The need for financial assistance in developing and conserving the water resources of the Pacific Southwest is great, and the potential availability of considerable surplus power revenues compels the application of a Development Fund concept. If such legislation is enacted, it is intended that only that component of the water and power revenues in excess of that amount needed for amortization of the investment, payment of interest, operation, maintenance, and replacement be used to financially assist programs authorized by Congress to participate in the Development Fund. The legislation should, however, contain an authorization for appropriation of funds for the programs the Development Fund is designed to benefit so that it might serve as a source of funds from which the Congress might make appropriations. It is difficult to predict how much financial assistance future projects would require, but, in any event, congressional control could be assured since such new projects would require specific statutory authorization to participate in the Development Fund. It is not proposed that there be any change in existing laws regarding the appropriation of funds, the construction, operation, or maintenance of any projects, the deposits of receipts in the Treasury, or the nonreimbursability of amounts allocated to purposes for which such provision is made pursuant to law. Further, establishment of the Development Fund would not affect existing water or power contracts. Exchange or Replacement of Water One of the features of the Pacific Southwest Water Plan is the substitution of water through exchange or replacement to compensate for taking water from present sources of supply of existing projects so as to provide supplemental water supplies for water deficient areas. It is intended that such exchanges of water will be accomplished pursuant to an appropriate legislative requirement as a part of the contracts which provide for the supply of supplemental Colorado River waters.
