Pacific Southwest Water Plan August 1963

Conservation and conveyance of surplus water from northern California to Pacific Southwest area will need to be accompanied by appropriate provision of water supply facilities for areas in need in northern California. Specific additional Central Valley Project facilities will need to be constructed for that purpose concurrently with features proposed for the Pacific Southwest Water Plan. g. Indian Irrigation projects that were initiated under the Immediate Action Program will be expanded or completed. It is also proposed that Indian irrigation projects within the Central Arizona Project service area be provided with lined distribution systems to conserve existing and supplemental supplies. The remaining Indian Reservations in Arizona, California, and Nevada, which it is intended will be included in the Continuing Project Development Program, are relatively small but whose present needs for supplemental supplies of water are vital to their existence. Priority Planning Program It is proposed that legislation implementing the Pacific Southwest Water Plan provide that priority planning be given to projects provisionally authorized, as noted above. Completion of planning reports on these projects will permit an early evaluation of the need, economic justification, and phasing of such projects. Because of the long periods required for construction of the projects, priority should be given to planning therefor so that the water may be supplied as the demand is created by future expansion in the Pacific Southwest.
