The surplus revenues can be used to provide financial assistance to project functions as required. Through this means, the repayment of the total development under established procedures is assured. In addition to providing a source of financial assistance, the powerplants which are included in the plan would also provide a source of low-cost electric energy which will be necessary in connection with the operation of the project and associated public resources development programs in the Pacific Southwest. The development program in the Pacific Southwest Water Plan is sound in its basic concepts. Much remains to be done, however, to define it better in scope and detail. Responsive to your instruction, work will continue during the period of review immediately ahead to augment the analyses and improve the plan, and in the months and years ahead, the full dynamics of the program can be measured and the plan can be perfected in all of its detail. The views of the affected States and Federal agencies will be most important in this process. I recommend that you approve this report on the Pacific Southwest Water Plan for transmittal to the States of the Colorado River Basin and to other interested Federal agencies for review in accordance with the Flood Control Act of 1944, the Fish and Wildlife Coordination Act, and Presidential instructions.
