My conclusion in this case, in addition to the above weighing of values, is influenced by the clear intention of the Congress in 1919 to condition establishment of the Grand Canyon national Park by its reservation which clearly contemplates possible need for encroachment of water resources development upon the Park. Accordingly, I have decided to concur in and adopt in full the reports of the Assistant Secretary for Water and Power and the Commissioner of Reclamation that are transmitted herewith.
